Devotees of a death cult to chaos and destruction, intraplanar hunters are sent to the material world alone or in small parties to assassinate threats to their masters. use their ability to shift between planes to disappear and reappear in surprising moments.

Intraplanar hunters wear black, dark brown, or dark red leather and cloth outfits, always arranged in a way that minimizes sound while they move. They never style their signature jet black hair, which often sticks out from their heads at wild angles. Such things are unimportant to the hunters.

This was a rather difficult monster to build. I'm not sure if it sits perfectly within Challenge Rating 4, but it should be close enough.

I started with the CR 4 banshee, then pulled out most of its immunities and resistances. I then took the stat block for the abyssal marauder from the 4th Edition Monster Manual 2, which I admit was my main inspiration for this creature.

I added the abyssal marauder's attacks and variations on its movement abilities. Instead of shifting, it can now teleport around the battlefield, even forcing one attack to miss. That should make it roughly as powerful as the banshee, and a very weird opponent to face in combat.

Incorporeal Movement. The hunter can move through other creatures and objects as if they were difficult terrain. It takes 5 (1d10) force damage if it ends its turn inside an object.

Void Shift. When the hunter is hit by an attack, it can choose to teleport up to 15 feet. If the teleport moves it out of range of the attack, the attack misses. The hunter cannot use this ability again until completing a short or long rest.

Bloodied Fury. If a hunter has below half its Hit Points (30 average), the hunter can make two weapon attacks at +2 to hit on each attack instead of one attack at +4.
