Deep in the woods lives a reclusive race of extremely magical humanoid wolves. Little is know of these creatures; they are almost always encountered alone.

Wolfen can naturally polymorph themselves into humanoid forms (human, elf, etc.). However, their natural polymorphism is less complete than the regular spell. The wolfen must concentrate to prevent his or her ears or tail from appearing, so one way to tell if a person is a wolfen is to surprise them.

Wolfen infiltrate human society in a polymorphed state to steal large stores of food or money (which they will then use to buy food). They then take that food back into the forests, where they are lost to observation. Presumably they distribute this food to other wolfen, but nobody knows why they have to steal (or why they don't buy, say, cattle).

Art

The obvious monster to use as our base here is the oni, which has very similar powers to what I'm looking for, though CR 7 is a little higher power than I want. So I'll blend the oni with the stats for the couatl.

I'll split the AC down the middle and give it an AC of 17, and the same basic abilities as the oni but "powered down" to the couatl's level. I'll also use the oni's skills and senses (particularly darkvision).

Multiattack. The wolfen makes two attacks, either with its claws or its scimitar.

Claw. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 8 (1d8 + 4) slashing damage.

Scimitar. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 8 (1d8 + 4) slashing damage
